This illegal act conducted at 157 Roy street Seattle,Wa in clear violation of state law and was conducted on video. This was reported in a formal complaint to DESC 515 3rd Ave Seattle,Wa Mr. Jerred Clouse Senior Programs Manager P:(206) 464-1570 ext. 3317 admits this issue in emails and heres his response of gmail about the video I requested of said criminal act conducted by shelter STAFF Rebecca staff refused to supply Rebecca's last name the night of the criminal act I have recording to verify this. Which this lady is a stranger in a professional setting.

Any video footage we have is not available to the public, hence your request is denied.
I hope that you make the scheduled review meeting next Tuesday in hopes of moving forward.

Management for DESC below Mr,Jarred Clouse who is in charge of the Queen Anne shelter staff. Response admitting Staff is yelling and admitting other staff complaints after resulting in damages and law violation by the staff. The staff yelling is in charge of entry to the building and this was already pre approved for me to enter the building at late entry this staff is using her position of authority against a vulnerable adult who she is paid to ensure a safe operation shelter not to verbally harass a employed person coming from work 8 blocks down the road this was conducted on video.Hence violation of Washington state statute 74.34.020 and this lady is paid with money from city and state grants so this is your tax money at work. and review the following it supports the claim:

Thank you for your grievance filed on 5/26/2018 regarding your concerns arising around being yelled at by Rebecca a staff employed at the Queen Anne Shelter. Upon reading your grievance I was sorry to learn of your experience and can appreciate your frustration. I want to recap what was written in your grievance to be sure the facts are in the correct order.
In your complaint you referenced being assigned to bed number 90 at 4:00 pm on 5/25/2018 at the Queen Anne Shelter. During this time you had spoken with an unknown staff member about a late entry approval for 11:30 pm on 5/25. In the discussion you informed the staff member that you would provide a printed receipt with your hours worked for the day when you arrived to the shelter, which was approved. You mentioned arriving to the Queen Anne Shelter at approximately 11:30 pm on 5/25 with the printed receipt as was discussed prior and Rebecca the night Queen Anne staff was on shift. According to your complaint Rebecca would not listen to your version of the story. Rebecca began to yell at you about the printed verification of your worked hours that day not being enough information to honor the late entry. In your compliant you highlight that Rebecca's conduct was not professional in regards to how she responded to the situation.
In order to look into your concern, I have interviewed Rebecca and the other staff members who were on shift on the day in question. I have been advised that there was a communication error between shift staff regarding the LE approval. I can assure you that unprofessional interactions, including yelling, are not something we condone here at DESC. I have followed up and moving forward you should not have this experience again. If this situation was to present itself again please resubmit another complaint, as you did in this case.
It sounds as if since this occurred, you have communicated further concerns about a separate issue.

Process to re enter shelter after being kicked out.
1.Goto Desc 3rd ave. Seattle, Wa at 8:00am sign up for bed.
2. Come back at 10:00am to see if you recieved a bed no guarantee to get one.
3.This can only happen in person during business hours so if you have to work you will miss as many days as it takes to get a bed.

This went on for 3 weeks of employment no staff actually know how to do this and actually effected the employment of a job. By staff that should be helping people out of the shelter not out of a job and onto the sidewalk. This is actual the 2nd job it effected I had to quit the first job replace it with this one and another one so you are talking this staff effected 3 jobs. But yet anyone who watches this place or the staff will see they seem to like housing regular drunks and kick people out for complaining about them. Queen Anne Shelter Manager Dylan Bundy say oh this effected your job and you had to goto a hotel and spend money you should be spending to get out of the shelter on permement housing and I quote "That Sucks" and to be honest these jobs pay better then anyone of these people messing them up a job that they don't even know how to do properly.

DESC made me take a day off of another replacement job and told me in order for me to stay there and told me I couldn't take pictures and post stuff online illegally trying to censor freedom of speech. By the way these are all private citizens and have no special powers todo any of the above. This makes you wonder just what are they worried about the truth!! They also started producing different food the following day after first post went up so the must be true according to desc management emails above what other services are they shorting people. By doing this they are punishing the person who filed the complaint prior to this.

DESC staff argues with me over a 2 piece meat sandwich after all the above. Which I have audio recording of the actual event which led to me being displaceded yet again. So they are displacing people to nowhere over work hours and a 2 piece meat sandwich good thing the city funded this joke of a shelter to cost people employment and argue about sandwiches. Which none are actually trained any further than babysitting chronic drunks.
Recap of stay at DESC Queen Anne shelter.
1. Donated TV set and new microwave because rhey did not have one for abot 80 guys to eat.I also donated my personal time to people there including tech support and discounted electronics.
2. Was fully employed at a electronics store where the TV and microwave came from.
3. While at Queen Anne shelter a drunk inside the shelter untill 4am disturbing people trying to sleep Staff sally was aware or this mutiple people complaining. Instead of kicking the drunk out they kicked out a person complaining then kicking me out the following day where I was not even in the building. Displacing me and interfering with my job costing me hotel rooms and ultimately the employment. Where staff threw out all my belongings. The owner of this business is a witness. I also filed a written complaint about this DESC Queen Anne shelter staff Sally.
4.Replaced that job with job #2 witch is 8 blocks away from 157 Roy St. Seattle, Wa where I had provided mutiple staff with verification of employment. But yet every weekend I was to work no staff could figure this out. Where all of the above occured where DESC Queen Anne shelter staff Rebbecca desides to scream in my face about verification of this employment which with her in charge of entry to the building and me being a vurnable adult which everyone at the shelter is she is using intimidation in a position of athority which is against the state law and should not be employed at any shelter. According to DESC management they are concealing video of this illegal act which is illegal and management should be terminated.
5. At this time I had 2 permanent jobs where apparently they kicked me out for being upset about this even after a formal complaint with DESC staff ultimatley displacing me yet again ultimately effecting these jobs.DESC Queen Anne shelter Staff argues with me over a 2 piece meat sandwich which I have this on audio recording to verify this harassment by DESC staff even after mutiple written formal complaints with DESC
6.Replaced these good permanent jobs with a day labor at a major pay cut and 2 hrs extra a day of travel time so damages caused by this DESC Staffs actions.
7. Kicked out once again after another shelter guest starts a problem where staff once again protects the problem starters. Where my prescription eyeglasses and belongings are inside the building I waited 2hrs outside at 12:00am and made mutiple calls to the Seattle police department trying to get my belongings which staff made no attempt to give them to me.Seattle 911 system can verify this. This after the above complaint and email from DESC management basically verifying this on going harassment by desc queen anne shelter staff.
8. Yet another DESC property located in seattle
Where staff at that building know all the DESC staff at Queen Anne shelter because they were transfered from Queen Anne shelter to this other DESC business property. Every time I went to this building staff had some problem with me just visiting a friend. Ultimately staff said I was barred from this location for nothing continued harrassment by DESC where for the 2 time in in 2 weeks I'm sitting outside a DESC business and my property is inside which is illegal for anyone todo private citizens have no special powers to do any of this.
Ultimately this private business has destroyed anything I planned productive. Threw out everything I owned, Had me waste any money I had on hotels and kept my property in 2 different locations. Ultimately effecting peoples lives that have nothing todo with any of it.
The city of Seattle was going to close this shelter 3 months ago but yet funded it stay open after seeing the above are your tax dollars spent wisely. The Desc is a city eyesore on 3rd avenue and queen anne. This shelter is outdated and should have been shut down and funded a modern shelter system to replace it. This system houses the problem not solving it.
While they get paid with your tax dollars every night someone is there its a bussiness and they want you there than to help you.
This DESC business should be put under federal investigation for human rights violations!!!!!
1.No pictures inside building.
2. If you call 911 inside building you will be kicked out why is that private citizens they can't tell you not to call 911 they have the same rights as the governor to call 911.
3. Watching people beg for a shower staff refused and were going to call the police.
4. Desc managnent trying to tell someone what they can post on line they have no right to tell any american citizen what they can and can't do!
5. Enough food for a 8 year old child for a adult.
6.Unsanitary conditions to operate with out getting anti-biotics to be in buildings.
7. No proper fresh air ventilation for amount of people in 1 room fire code violations as hot as a sweat lodge.
8.Kicking documented disabled people in their own system out for nothing including people in wheel chairs putting them on public DiSpLay for the city of Seattle disgusting and definitely a violation of human rights paid for with your tax dollars.
8. Do not allow use of laundry except 1 day a week and you have todo 3 jobs before that so no one uses it unsanitary conditions to operate.

By doing all of the above funded with your tax dollars. They have outlided a civil suit threw law violations and ongoing damages to the person they are now jeperdizing more of your tax dollars in a major law suit against them and when they loose it will be more tax payers money they will loose .
The following does not include the wasted tax dollars above paid shelter bed, paid staff all funded through the Seattle city council with no productive result for your tax dollars.
Following based on th cost of 1 homeless person which multiplied by thousands nation wide = millions of wasted Taxpayers money!!!
 The above figures are not a 1 time deal this is a cycle of repetitive waste of tax payers money.based on the cost of 1 homeless person which multiplied by thousands nation wide = millions x the cycle = 10's of hundreds of millions of wasted Taxpayers money!!!
